Responsibilities:

1. Advise Management on the Health, Safety and Environmental standard and practice for formulation and development to a recognized international standard. 2. Structuring and operating the HSE department and preparing supporting systems and procedures to promote a positive HSE culture and secure the effective implementation of policy. 3. Monitoring the overall implementation of the HSE Policy, HSE Manual, HSE Plans and HSE Programs. 4. Auditing of the HSE Management System and review of HSE performance at regular intervals and reporting findings to the Construction Manager and other members of the management team. 5. Effectively managing the HSE Department and ensuring that each employee within his sphere of control is properly trained to perform their allocated duties. 6. Controlling the HSE Departmental budget and ensuring adequate resources are available to the department. 7. Assist Construction Manager, Supervisors, and foreman in promoting a Safety prevention spirit within their respective work groups, according to the approved HSE programs. 8. Representing Constructor at Health, Safety and Environmental meetings with Employer and other organizations. 9. Planning for HSE, including the setting of realistic short- and long-term objectives, priorities and establishing adequate performance standards. 10. Participating in the development of the corporate plans and establishment of strategic long-term objectives. 11. Maintaining adequate information systems on relevant law (civil and criminal) and on guidance and developments in general and safety management practice. 12. To check that subcontractors perform their activities in accordance with all the HSE applicable procedures, regulation and standards, promoting all necessary action to ensure that the said procedures and regulations are observed. 13. Perform all the remaining miscellaneous work relating to safety, traffic, fire, environment protection and sanitary matters. 14.Establishing and maintaining procedures for the reporting, investigating, and recording and analysis of incidents. 15. Establishing and maintaining adequate and appropriate monitoring and auditing systems. 16. To prepare and update the project HSE Statistics, verify the performance versus the Project and corporate HSE Objective, Targets, and performance indicators;
